Well the larger or boomier the sound the larger the tom is.
Usually for what I have seen to either go from 10" to 14" or 10" - 12" to 14"/16"
I know it might sound silly but u just have to keep listening, plus it might help if u look for vids of covers or the actual drummer on youtube

Listen for their relative pitch. It doesn't really matter if the original is a large rack tom or a smaller floor tom. Besides some toms are tuned higher or lower than others so that your 13" could sound like someone elses 12" or 14".

It's a skill you'll have to develop with practice. I suggest getting a reliable drum tab/sheet music and following along with the song it's for. After a while you'll be able to figure out the changes in pitch fairly easily.

In most cases it doesn't really matter what tom they use, whatever sounds closest to your tom. If he uses his floor tom and it sounds like your high tom, use your high tom.

You can also play the song through a program like Audacity, which allows you to slow the tempo down. It may be easier to hear what's going on then.
